Toby Howe, Multi-State Practice Associate
Toby rejoined MMR in 2023. Toby works in our multi-state practice, representing clients at national events including the National Governors Association, Republican Governors Association, Democratic Governors Association, and the National Association of Medicaid Directors. Toby brings policy acumen and communications experience to the multi-state practice, advising clients on their policy objectives and developing strategies to achieve their goals.
Before rejoining the firm, Toby was an analyst at Mathematica Policy Research, where he worked on projects related to Medicaid data quality and substance use disorder with the Center for Medicaid and CHIP Services.
In his first stint with MMR from 2017-2020, Toby worked on a variety of issues in the health care, fiscal, education, and labor fields. Prior to joining MMR, Toby worked for Senator Patrick Leahy (D-VT), where he assisted in constituent casework, and performed legislative research.
Toby received his MPP from Georgetown University and BA from the University of Vermont. He lives in Washington, DC with his partner, Kate. In his free time, he enjoys running, playing soccer, and trying new restaurants.
