Lucie L. Garand
LUCIE L. GARAND has dedicated more than three decades of her career to the health care sector. She began at the Vermont Association of Hospitals and Health Systems and later served in the Government Affairs and Health Care Law groups at Downs Rachlin Martin. In August 2020, she joined MMR, LLC, where she further strengthened and expanded the firm’s health care practice.
Lucie brings a comprehensive understanding of health care policy, legislation, and regulatory administration to her practice. She represents a broad range of clients, including hospitals, pharmaceutical manufacturers, federally qualified health centers, and other health care entities. In addition to her health care practice, she advises clients on transportation policy, issues affecting broadcasters and the media, and matters related to open government and public records law.
With a keen understanding of the legislative process, Lucie is known for cultivating and maintaining strong, productive relationships with legislators, members of the executive branch, and fellow advocates. Her strategic approach and collaborative style have enabled her to effectively advance complex policy initiatives and achieve long-term client objectives. She is widely regarded as a knowledgeable and respected policy professional at both the state and regional levels.
