ANDREW W. MACLEAN
ANDREW W. MACLEAN is a founding partner in MacLean Meehan & Rice. He represents commercial clients and specializes in developing strategies to allow those clients to thrive in Vermont’s unique legislative and regulatory environment. Examples of the benefits of Mr. MacLean’s representation include his defeating efforts to enact price controls on pharmaceutical products, working with a private correctional facility to attain and maintain a contract for the placement of Vermont prisoners outside of Vermont, and working with Vermont’s beverage distributors to develop a progressive approach to solid waste management that significantly reduces costs and operational burdens. Mr. MacLean was a partner in the law firm of Wilson & White from 1992-2003 and was managing partner from 2002-2004. He was an Assistant Attorney General in the Civil Division for the State of Vermont (1987-1992) and was assigned principally to the Agency of Administration where he worked with the Department of State Buildings in permitting major state construction projects and with the Treasurer's Office in the issuance of bonds and certificates of participation. He was an Assistant Attorney General for the Department of Corrections (1985-1987), an Assistant City Attorney/Grand Juror for the City of Rutland in Vermont (1981-1985) and a general partner in the law firm of Zetelski and MacLean in Rutland (1983-1985). Mr. MacLean was admitted to the Vermont bar and the U.S. District Court for the District of Vermont in 1980 and to the Second Circuit Court of Appeals in 1986. He received a B.A. in 1976 from Middlebury College and a J.D. from Suffolk University Law School in 1979. He was a member of the Waterbury Town Planning Commission (1987-1990); Secretary and member of the Board of Directors of the Rutland County Diversion Program (1981-1985); Treasurer and Member of the Board of Directors, Epilepsy Association of Vermont; and Treasurer and founder of Friends, Indeed, Inc.

TIMOTHY F. MEEHAN
TIMOTHY F. MEEHAN is one of the founding partners of MacLean Meehan & Rice LLC. Over the last 20 years, Mr. Meehan has developed a solid background in many of the most timely and challenging issues facing Vermont, and he specializes in business management, negotiation, and legislative and government relations. Mr. Meehan grew up in Lowell, Massachusetts, graduated from Keith Academy in 1961, and attended Saint Anselm's College in Manchester, N.H., where he majored in Philosophy. An honors student, he received his B.A. in 1966 and went on to complete an additional three years of theological studies. Mr. Meehan was Legislative Assistant to the late Honorable Thomas P. “Tip” O'Neill, Jr., of Massachusetts from 1969-1973, who was then Majority Leader in the U.S. House of Representatives. In 1973, he joined the American Hospital Association as the New England and Mid-Atlantic Regional Legislative Assistant, serving as liaison for hospitals in his region with their respective Congressmen and Senators, and advised the AHA in political strategy regarding federal legislation. Mr. Meehan became Director of Legislative Affairs for the Massachusetts Hospital Association in 1973 and in 1978 became Chief Executive Officer of the Vermont Hospital Association. He was named President of Blue Cross and Blue Shield of Vermont in 1985.
In December of 1989, Mr. Meehan became President and Owner of Vermont Resolution Associates, Inc., and in September of 1995, he formed a consulting firm, Otis & Meehan, specializing in regulatory, legislative and public relations. CHRISTOPHER K. RICE
CHRISTOPHER K. RICE is a Vermont attorney who represents a diverse clientele before the Vermont General Assembly, regulatory agencies and Vermont courts. From insurance regulation to tax policy to the continued operation of Vermont’s nuclear power plant, Mr. Rice serves a breadth of clients with creativity and distinction. He is one of the founding partners of MacLean Meehan & Rice LLC, and before that, he was a partner in Wilson & White, P.C. Mr. Rice served as campaign manager for Lieutenant Governor Doug Racine (1996) and was the managing partner in the law firm of Smith & Rice, P.C. (1994-1996). Mr. Rice was admitted to the Vermont Bar and the U.S. District Court, District of Vermont in 1994. He received his B.A. from Purdue University in 1990 and his J.D. from Vermont Law School in 1993. He also received his M.S.L. in Environmental Law (magna cum laude) from Vermont Law School in 1993. Mr. Rice served as the President of the Board of Directors of the Central Vermont Humane Society (1999-2000). He also served on the Board of Directors of the St. Michael’s/Central Vermont Catholic School (2006-2009) and is currently a member of the Berlin Elementary School Board of Directors.

SUSAN M. GRETKOWSKI
SUSAN M. GRETKOWSKI is an attorney representing clients in health care and general insurance matters before the legislature and regulatory agencies. She has over 25 years experience in all areas of health care and insurance. Ms. Gretkowski was Senior Corporate Health Care Attorney for Blue Cross and Blue Shield of Massachusetts (1985-1996); Of Counsel at Morrison, Mahoney and Miller, Boston, MA (1996-1997); Legal Counsel to the Vermont Division of Health Care Administration and Director of Health Insurance Rates and Forms for the Vermont Department of Banking, Insurance, Securities and Health Care Administration (1998-1999); Deputy Commissioner of the Division of Health Care Administration for the Vermont Department of Banking, Insurance, Securities and Health Care Administration (1999-2003); and, Director of Development, Marketing and Community Outreach for the Gifford Medical Center in Randolph, Vermont (2003-2004). She received her B.A. from the University of Notre Dame cum laude (1977); her J.D. from Suffolk University Law School cum laude (1984); and attended the Post-Graduate Program of Instruction for Lawyers, Harvard Law School, Cambridge, Massachusetts, (1985, 1988, 1991). She joined MacLean, Meehan and Rice in 2004. Ms. Gretkowski is Chair of the Berlin, Vermont, Select Board and a member of the Board of Directors of the Peoples’ Health and Wellness Clinic, a free clinic for the uninsured in Barre, Vermont.

HEIDI MOHLMAN TRINGE
HEIDI MOHLMAN TRINGE is a seasoned policy, legislative affairs and communications professional with extensive experience in both Vermont and Washington, DC. She was a member of Governor Jim Douglas’ senior staff from January, 2008 until July, 2010, where she served as his liaison with the National Governors Association, the Coalition of Northeastern Governors, the White House and federal agencies, Vermont’s Congressional delegation, and Vermont agencies and departments including the Agency of Human Services (AHS), the Department of Labor, the Department of Banking, Insurance, Securities and Health Care Administration and the Lottery Commission. Before joining the Governor’s staff she worked for two years at AHS as Principal Assistant, responsible for policy development, legislative affairs and communications.
She moved to Vermont in October, 2005 after serving in the White House Office of Science and Technology Policy as Director of Legislative Affairs, where she worked on federal research and development policy, the President’s Moon-Mars Initiative and the confirmation of NASA Administrator Michael Griffin. From 2001 to February, 2004 Heidi was the Communications Director for the U.S. House of Representatives Committee on Science, helping to coordinate the Committee’s work on the investigations into the collapse of the World Trade Center towers and the Space Shuttle Columbia disaster, among other issues. From 1996 to 2001, she held a number of positions in the office of U.S. Senator Jim Jeffords (R-Vt.), including Education Policy Research Assistant, Deputy Press Secretary and Press Secretary for his 2000 re-election campaign. Heidi graduated cum laude from Amherst College in 1996 with a degree in Geology.

WARREN COLEMAN
WARREN COLEMAN is an attorney representing clients in environmental and regulatory matters before the legislature and state agencies. Warren joined MacLean, Meehan and Rice, LLC in 2010. He began his career as an associate attorney in the Boston law firm of Bingham Dana LLP from 1999 through 2000 where he focused on corporate and business real estate transactions and environmental law. He returned to Vermont in late 2000 where he worked at the Vermont Agency of Natural Resources until the fall of 2009. Warren held several attorney positions while at the Agency. He served as an environmental litigation attorney (11/0 to 6/04), the deputy general counsel (2/05 to 1/07), and the general counsel (6/04 to 2/05 and 1/07 to 10/09). He received his B.A. in Economics and minor in Business Administration from the University of Florida in 1992 and a Master’s Degree with a concentration in Environmental and Natural Resource Economics in 1996. He earned his Juris Doctor cum laude and Master of Studies in Environmental Law cum laude in 1999 from the Vermont Law School. He is admitted to the Bar in both Vermont and Massachusetts. In addition to his legal and legislative work, Warren is an adjunct professor at the University of Vermont’s Rubenstein School of Environment and Natural Resources and currently teaches classes in Environmental Law and Policy. He is also the President of the Board of Directors of Quimby Country, Inc., a unique and historic sporting lodge in Averill, Vermont, where he also serves as a fly fishing guide.

DONNA L. SMITH
DONNA L. SMITH has been the Office Manager at MacLean Meehan & Rice since the firm’s creation in 2003. Prior to that, Donna worked for Wilson & White, P.C., as the Legislative Assistant (1991 – 1993) and the Office Manager (1993-2003). Prior to her employment at Wilson & White, Donna held several positions in state government from 1976 to 1991. She was the Administrative Assistant for the State of Vermont Commissioner of Finance & Management from 1985-1986 and the Administrative Assistant to the Vermont Secretary of Administration from 1986-1991. She was the staff assistant in the Governor’s State House Office for Governor Madeleine Kunin during the 1986 legislative session. Donna worked under the Administrations of Governors Madeleine Kunin, Richard Snelling and Howard Dean.
