Andrew W. MacLean
ANDREW W. MacLEAN was admitted to the Vermont bar and the U.S. District Court for the District of Vermont in 1980 and to the Second Circuit Court of Appeals in 1986. He received an A.B. in 1976 from Middlebury College and a J.D. from Suffolk University Law School in 1979. He was an Assistant Attorney General assigned to the Civil Division for the State of Vermont (1987-1993) and was assigned principally to the Agency of Administration where he worked with the Department of State Buildings in permitting major state construction projects and with the Treasurer's Office in the issuance of bonds and certificates of participation. He was an Assistant Attorney General for the Department of Corrections (1985-1987). Mr. MacLean was an Assistant City Attorney/Grand Juror for the City of Rutland in Vermont (1981-1985) and a general partner in the law firm of Zetelski and MacLean in Rutland (1983-1985). He was a member of the Waterbury Town Planning Commission (1987-1990); Secretary and member of the Board of Directors of the Rutland County Diversion Program (1981-1985); Treasurer and Member of the Board of Directors, Epilepsy Association of Vermont; and Treasurer and founder of Friends, Indeed, Inc. Mr. MacLean's practice areas include legislative, environmental, municipal, corporate and commercial law.


Timothy F. Meehan
TIMOTHY F. MEEHAN grew up in Lowell, Massachusetts. He graduated from Keith Academy in 1961, attended Saint Anselm's College in Manchester, N.H., where he majored in Philosophy. An honors student from 1964 to 1966, he received his degree in 1966 and went on to complete an additional three years of theological studies. Mr. Meehan was Legislative Assistant to the late Honorable Thomas P. O'Neill, Jr., of Massachusetts from 1969-1973, who was then House Majority Leader in the U.S. House of Representatives. He became the New England and Mid-Atlantic Regional Legislative Assistant for the American Hospital Association in 1973 as liaison for hospitals in his region with their respective Congressmen and Senators, and advised the American Hospital Association in political strategy regarding federal legislation. Mr. Meehan became Director of Legislative Affairs for the Massachusetts Hospital Association in 1973. In 1978 he became Chief Executive Officer of the Vermont Hospital Association. He became President of Blue Cross and Blue Shield of Vermont in 1985. Over the last twenty years, Mr. Meehan has developed a solid background in many of the most timely issues facing Vermont, and has developed special strengths in the areas of business management, negotiating, and legislative and government relations. He is a selectman for the Town of East Montpelier. In December of 1989, Mr. Meehan became President and Owner of Vermont Resolution Associates, Inc., a creative solutions company, specializing in regulatory & legislative relations, public relations and business consulting & analysis. In September of 1995, Mr. Meehan formed a consulting firm, Otis & Meehan, in partnership with Mr. Anthony Otis, specializing in regulatory, legislative and public relations. Christopher K. Rice
CHRISTOPHER K. RICE was admitted to the Vermont Bar and the U.S. District Court, District of Vermont in 1994. He received his B.A. from Purdue University in 1990 and his J.D. from Vermont Law School in 1993. He also received his M.S.L. in Environmental Law (magna cum laude) from Vermont Law School in 1993. He was the managing partner in the law firm of Smith & Rice, P.C. (1994-1996) and the campaign manager for Lieutenant Governor Doug Racine (1996). Mr. Rice served as the President of the Board of Directors of the Central Vermont Humane Society (1999-2000). He is a member of the Washington County Bar, Vermont Bar and American Bar Associations. Mr. Rice's practice areas include legislative, environmental, health, campaign finance and elections, municipal and administrative law.


Susan M. Gretkowski
SUSAN M. GRETKOWSKI was admitted to the Supreme Judicial Court of Massachusetts, January 1985; Supreme Court of Vermont, 1998; United States Court of Appeals, 1985; and United States District Court for the District of Massachusetts, 1985. Ms. Gretkowski received her B.A. from the University of Notre Dame cum laude (1977); her J.D. from Suffolk University Law School cum laude (1984); the Post-Graduate Program of Instruction for Lawyers, Harvard Law School, Cambridge, Massachusetts, (1985, 1988, 1991); 2003 graduate of the Snelling Center’s Leadership Institute. Ms. Gretkowski was Senior Corporate Health Care Attorney for Blue Cross and Blue Shield of Massachusetts (1985-1996); Of Counsel at Morrison, Mahoney and Miller, Boston, MA (1996-1997); Legal Counsel to the Vermont Division of Health Care Administration and Director of Health Insurance Rates and Forms for the Vermont Department of Banking, Insurance, Securities and Health Care (1998-1999); Deputy Commissioner of the Division of Health Care Administration for the Vermont Department of Banking, Insurance, Securities and Health Care (1999-2003); and, Director of Development, Marketing and Community Outreach for the Gifford Medical Center in Randolph,. VT (2003-2004). Ms. Gretkowski is a Board Member of the Northeast Vermont Area Health Education Center.


Donna L. Smith
Donna L. Smith is a Lobbyist and Business Manager at MacLean, Meehan & Rice.  She was the Legislative Assistant and Office Manager at Wilson & White, P.C., from 1991 through 2003.  Prior to her employment at Wilson & White, Donna was the Administrative Assistant for the State of Vermont Commissioner of  Finance & Management from 1985-1986 and the Administrative Assistant to the Vermont Secretary of Administration from 1986-1991.  Donna has worked under the Administrations of Governors Kunin, Snelling and Dean.  Donna also worked as a staff assistant for Governor Madeleine Kunin during the 1986 legislative session.
